Overview
Penny Hart was a major weapon for Georgia State in the passing game. He graduated early and decided to skip his senior year. He helped himself with a good week at the Senior Bowl, but surprisingly didn’t get invited to the Combine. He projects as a slot receiver at the next level and should be selected on day 3. He is one of my favorite wideouts in this draft.
