Max Duggan is almost exclusively an intangibles quarterback at the next level. His passion for the game is unrivaled, as he put his team on his back in multiple instances in 2022 and carried the Horned Frogs to victory. He’s gritty and never gives up – NFL teams will respect that. All of that being said, Duggan doesn’t look like he will be anything more than a backup quarterback in the league, reminding me much of Sam Ehlinger. While Duggan can create plays with his feet, his arm is woefully inaccurate, and he lacks the velocity to drive the football to beat coverages. Duggan is a project at best right now who could develop into a good backup quarterback.

Max Duggan scouting notes
Pros:
- Has adequate arm strength. Can drive the ball into the short to intermediate levels of the field. Throws a beautiful spiral. Arm strength is effective up to 40-45 yards.
- Can throw a very nice touch ball. Almost has to rely on it to get the job done.
- Release is fairly quick, and Duggan can work from multiple arm slots.
- Flashes the ability to maneuver the pocket well.
- Has the mobility to get outside of the pocket, but from that point he’s almost exclusively a runner.
- Reminds me a lot of Sam Ehlinger with his run style and skillset. Has good speed and can work well in the open field.
Cons:
- Ball tends to die as it arrives deep down field.
- Isn’t the most accurate quarterback in existence. Struggles to get the ball close to the right spot consistently.
- Placement is sometimes good, though a lot of times horrifically bad.
- Footwork is not consistent. Plant angle is all over the place.
- Slow feet. Shows very little control.
- Shows a little improvability but not a whole lot.
- Shows some ability to extend plays but isn’t great at it.
